I've just started playing last week and am really looking forward to playing as a pirate/PvPer. I can already use warp disruptors and stasis webifiers, and do not mind losing frigates as long as they are insured. I lost one and got podded last night for the first time, but not before I helped kill an Amarr battleship in a 0.1 system. 
I can use small Tech 2 hybrids already, and will be training for an Assault Ship once I get some learning skills done. How long do I need to be playing for to be an effective PvPer? Months? Years?
And are there any good Eve websites for combat tactics around?

Cool. But is a tech 2 ship an absolute necessity for PvP? Out in 0.0 yesterday (I forget where), all I saw were Battleships and tech 2 ships. Can the more affrdable tech 1 frigates and cruisers be used effectively?

Sweet! I'll look into finding a good "beginner's" PvP corp once I can use (but probably not afford) an Assault Ship. :D

Would 0.0 PvP be an option if I were to fly small tackling ships for their gangs (once I've trained for MWD)?
The reason is that I killed someone's pod last night without realising just how severe the security hit was, and I don't want to go much lower in a short space of time.

That's exactly the advice I was looking for. Thanks bud! Although I may stick to smaller ships for now and work onto T2 frigates. :)

Yeah, I'm training for MWD as we speak.
I got my arse handed to me my a guy in an Imicus last night in 0.4 when I got *****y, but it was totally worth a shot: great laugh! 
EDIT: They censored *****y! OK, read "over confident"...
